This is how massively corrupt Indian society is. Forty people paid this person between ₹3,00,000 and ₹5,00,000, thinking he is a judge who will illegally use his position to get them an EWS (economically weaker section) house allotted.
Not one of these people reported this "judge". They all happily colluded in corruption with him, and are now crying foul that he "cheated" them. What about the poor that they were trying to cheat out of subsidised housing?
If forty people colluded with him, many more would have given a pass to his overtures. None of these other people also reported him, either as a corrupt official, or as a conman. Trust in the law enforcement system is abysmally low. Either people are disillusioned that nothing will happen; or they are scared that they themselves will land into trouble for reporting the powerful, corrupt or criminal.
