This is so good. I remember having to pay 11 months rent as deposit for an 11 months lease in Bangalore, then chasing the landlords for months to get the deposit back.

I don't know if it has enough safeguards to "open up" the rental market like the government claims. We will need to see a few evictions carried out before there is confidence, especially among the NRIs.
