There is something that I and Aniket can't seem to agree upon.

Conventionally, a large part of the cost of RCC or load bearing wall construction, goes into preparing the foundation. So it would make sense thar anyone preparing a foundation would make full use of it by building two or more floors on top.

Why then do people build just one floor in Goa so frequently? Is it a preference or luxury? Is the cost of foundation much cheaper because of the rocky terrain? Is there something about laterite brick walls that I do not understand?

Perhaps people from Karnataka would know. Very similar terrain in Mangalore etc also.
