Any project has its long tail. In Hindi, there is an old saying "हाथी पार हो गया, पूँछ बाकी है।" We should give credit where credit is due. The rate of electrification doesn't hold much meaning in a place like India where terrain, power production, climate, consumption and population density vary wildly from region to region. Getting anything to 100% is a total pain in the ass. While Modi's ass currently hurts, India now has 100% electrification. Good show.
Being "on the grid" isn't necessarily a good idea. I've been working on off-grid solar DC since I was in college - I've been obsessed with running computers directly off of DC power http://www.thinvent.in/solar/. There is now an IITM incubated startup, http://www.cygni.com/, that does rural electrification through solar DC power. I believe they've helped achieve this 100% mark for the country. Kudos to them. Selling DC consumption and DC appliances to consumers is hard (been there, done that).
