My years of experience doing projects with the government has taught me this - when people on top want something done, it happens. When they don't want something done, they scuttle it, then blame the babus, officials, engineers, doctors.
When Lalu wanted Railways to modernise, computerization happened at break neck speed. Now Modi government is clueless, and it shows. Even Mamta B tried with मुश्किल आसान। But I haven't seen a single interesting IT project in Railways in the last six years.
On that topic, are you telling me that the Indian Railways is so incompetent that they couldn't have transported ALL Indians back to where they wanted to be before lockdown started? Bullshit. From ticket booking clerks to loco pilots, I'm yet to meet a Railways employee who is stupid. They're all intelligent and motivated. With full social distancing, at lowest cost, in ordinary coaches, they would have gotten everybody home within days. If the central government had told the GMs कि यह होना है, तो यह हो जाता।

People who are politically connected and चालू keep getting promoted, and eventually end up in the Rajya Sabha.
