How is this necessarily a good thing? What if the "hospital" in question is a small two bed nursing home? How can they keep treating patients free of cost? Very soon they would run out of supplies and then be purchasing medicines from local drugstores out of their own pockets.

Road and other accidents kill far more people than natural calamities. Private hospitals are not even mandated to stabilise the patient and provide first aid, or to transport the patient to the nearest government hospital in their ambulances. This needs to be fixed. All victims of accidents should be provided emergency relief free of cost, and the government should pay for it afterwards. The government can't expect private enterprises to provide free care; it should develop a corruption free mechanism to defray those costs.
